The Corporate Services Department referred to as engine of any Municipality, is responsible for support services which includes the Administration (Council Support, Secretariat, Registry, Messenger Services, Land and Property, Switchboard Operations and Cleaning Services); Human Resources including Labour Relations, Payroll, Conditions of Services, Change Management (Organisational Development, Employment Equity and Occupational Health & Safety ); and ICT. Corporate Services provide effective administration to Council and supports the legislative and executive functions of Council.
HUMAN RESOURCES
Human Resources formulated a Human Resources Strategy to enhance the Municipality’s human capital, its employees being its greatest asset. Human Resource Policies have been developed to institutionalize best practice with regard to recruitment and selection, employment equity, skills development, employee wellness, labour relation, organisational development, conditions of services and payroll.
JOUBERTINA UNIT
This Service Centre Unit in Joubertina is about 40km away from the main Koukamma Offices situated in Kareedouw; it plays a supervisory role to all the various sub-divisions within that office providing services to the communities of Joubertina. Services provided in the unit are Financial Services, Water Services, Refuse Collection Services, Switchboard Operations and Cleaning Services.
ICT
ICT section is responsible for providing IT support to all the users of Kou-Kamma, Compiling IT policy, configuration of systems, responsible for IT Administration, provide IT trainings and promptly responds to any queries received from the users(calls that are logged by users). Facilitation of Risk Management, Financial Systems and Telephone Management Systems.
ADMINISTRATION
The administrative section plays a support role to both the Municipal Manager and the Director Corporate Services. The office provides both Council and administrative processes and ensures that these processes take place smoothly and effectively. Corporate Administration strives to ensure that the municipality complies with all legislative requirements and that legal structures are in place as per the legislation. Administration is responsible for records management, filing, compilation of administrative policies, provision of conducive environment, compilation of Council agenda and other committees, purchasing of stationery for all departments, facilitation for installation of photocopiers and air conditions, Ward Councillors offices, maintenance of building and properties and switchboard operations.
